GEN. JOHN D. CAINE
Gen. Dan Caine is the 22nd Chairman of the Joint Chiefs of Staff, the nation’s highest ranking military officer and the principal military advisor to the President, Secretary of Defense and National Security Council.
Prior to becoming Chairman on April 11, 2025, Gen. Caine was the Associate Director for Military Affairs at Central Intelligence Agency.
Gen. Caine has served in a wide range of operational, staff and joint assignments, primarily as an F-16 fighter pilot, weapons officer, member of the White House staff and special operations officer.

Lt. Gen. Paul R. Fast is the Chief of Air Force Reserve, Headquarters U.S. Air Force, Arlington, Virginia, and Commander, Air Force Reserve Command, Robins Air Force Base, Georgia. As Chief of Air Force Reserve, he serves as principal adviser on reserve matters to the Secretary of the Air Force and the Air Force Chief of Staff.
He defends and manages the execution of an over 7.4-billion-dollar budget leveraging the experience of nearly 70,000 Citizen Airmen and civilians.
As Commander of Air Force Reserve Command, he has full responsibility for organizing, training and equipping all Air Force Reserve units around the world
Maj. Gen. Randal K. Efferson
Maj. Gen. Randal K. Efferson
Maj. Gen. Randal K. Efferson serves as the Acting Director, Air National Guard, the Pentagon, Arlington, Virginia. He is responsible for formulating, developing, and coordinating all polices, plans and programs affecting 108,400 Air National Guard Airmen and civilians across 90 wings and 180 installations in 159 communities throughout the 50 states, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands.

Dr. Will Roper
Dr. Will Roper is the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics. As the Air Force’s Service Acquisition Executive, Dr. Roper is responsible for and oversees Air Force research, development and acquisition activities totaling an annual budget in excess of $60 billion for more than 550 acquisition programs. In this position, Dr. Roper serves as the principal adviser to the Secretary and Chief of Staff of the Air Force for research and development, test, production and modernization efforts within the Air Force.

Raj Shah is the Managing Partner of Shield Capital, a venture capital firm focused on technologies at the nexus of the commercial and defense markets. He is also the chairman of Resilience, a start-up powering new approaches to cyber insurance.
Previously, Raj ran the Pentagon’s Defense Innovation Unit Experimental (DIUx), reporting to the Secretary of Defense. Raj led DIUx in its efforts to strengthen U.S. armed forces by bridging technology startups and the military.
He is the co-author of the book, Unit X: How the Pentagon and Silicon Valley are Transforming the Future of War. Raj continues to serve as a F-16 pilot in the CA Air National Guard.
Matt Strohmeyer
Matt Strohmeyer
Matt "Nomad" Strohmeyer is a 2001 graduate of the Air Force Academy and spent the first half of his Air Force career at the tactical level as an F-15E and T-38 instructor pilot. His 2014 graduation from an Army advanced planning and strategy school set him on a course of rethinking paradigms at the operational and strategic level of national security.
He has since served as the Chief of Plans and Commander’s Action Group Director at Pacific Air Forces where he led an effort to rethink peer competitor deterrence and air power projection in the Indo-Pacific resulting in the development of Agile Combat Employment and Strategic Shaping.
His follow-on Command experience includes efforts such as Det 24, Squadron Next, and Pilot Training Next. He recently served at the Combatant Command-level building a coalition of agencies and industry partners focused on aggressive development of globally integrated warfighting capabilities. With this coalition, he led ABMS Onramp #1 and #2 and the creation of the Global Information Dominance Experiments (GIDE) now championed by OSD senior leaders.
He recently served as a military Fellow at the Center for Strategic and International Studies where he published several articles on national security and homeland defense.
